The 1998 Havoc on the Hill invitational was a scrimmage held from 9:30 a.m. to 4:30 p.m. on June 18, 1998^[4]. U. S. Representatives Louis Stokes and Bill Delahunt and FIRST President Andy Allen were in attendance^[5]. Delahunt made a speech to House of Representatives commending FIRST and promoting the event on the 17th, having been introduced to FIRST at Rumble at the Rock the year before^[2]. The playing field was scaled down and all matches were one-on-one. Woodie Flowers was the emcee and there was a live DJ and announcers^[1].

Teams 19, 24, 34, and 69^[2] helped unload and set up the field and event as well as pack it back up afterwards.
