The 1998 Havoc on the Hill invitational was a scrimmage held from 9:30 a.m. to 4:30 p.m. on June 18, 1998[4]. U. S. Representatives Louis Stokes and Bill Delahunt and FIRST President Andy Allen were in attendance[5]. Delahunt made a speech to House of Representatives commending FIRST and promoting the event on the 17th, having been introduced to FIRST at Rumble at the Rock the year before[2]. The playing field was scaled down and all matches were one-on-one. Woodie Flowers was the emcee and there was a live DJ and announcers[1].
